This strange looking feather mass is a budgie!  The effect is caused by a mutation that causes uncontrolled feather growth and various other issues that mean the bird usually only lives for a few months without extra care.  They are called Feather Dusters, Mops or Chrysanthemums.

We have been fortunate enough to be allowed to share an article by author and budgerigar breeder Stephen Fowler. Permission was sought and has been granted .
