Truly it is the case that metta permeates the teachings of the Buddha. Loving-friendliness is implicit in the Four Noble Truths, the Buddha's first and most basic teaching. The fourth noble truth is the path of eight mindful steps to happiness. The second of these steps, skillful thinking, includes cultivating generosity, loving-friendliness, and compassion.
