Tsar Nicholas II and the Dragon Tattoo he got in Japan as Tsarevitch. He got much more than a tattoo there because he was attacked by a disgruntled Samurai and struck quite badly on the head with a sword. Note on the picture that he didn't get out of formal uniform much day to day hence the pale arms but heavy tanning evident on his hands and face. (Picture from Romanov Photo album Vol 2 (Yale)-85)
Tsar Nicholas II of Russia with his cousin George V of Britain. They were reputed to be so alike people would mix them up. While I see a strong resemblance between them I think Russia won the 'we've got the most handsome ruler contest'
