Despite their aversion to the cold, both Steve and Bucky participated in the ice-bucket challenge. They nominated Thor, among other people, who decided the best way to meet the challenge was to jump into the penguin exhibit at the Central Park Zoo. The penguins were not impressed.

Here's my thoughts on why. How many times has Steve had to compromise? He knows the government will never compromise. He may know Tony will try to work something out, but the UN will eventually overpower him. Steve knows what compromises are; he was in WWII. Did some of them work? Yes, but they resulted in Hydra taking over SHIELD. The Avengers destroying NYC to save it from aliens. In the end, Steve knows that NO ONE wins in a compromise, especially one that involves Bucky.
