The USS Indiana (BB-1) serving as a target for U.S. Army bombers in the shallow waters of Chesapeake Bay on 27 September 1921. Here she was subjected to aerial bombing tests conducted by the navy. She was hit with dummy bombs from aircraft and explosive charges were set off at the positions where the bombs hit. The tests were a response to claims from Billy Mitchell—at the time assistant to the Chief of Air Service. The old USS Texas (renamed San Marcos) lies to her right.
